    Understatement.

    The 10 O'clock News discussing the citizens of Philadelphia in the wake of the Phillies World Series win:

    "Fans are filling the streets...and [lighting] a number of small, celebratory fires."

    Funny. In most circles one might describe that as "rioting and arson."
